The power steering pump in your car operates at about 120 bar (~1750psi), so if you can hear, or have heard it whining in the past due to low power steering fluid, damage has been done to it internally that can only be fixed by replacement. The sound you hear is the impeller grinding itself on the inside of the pump.

If the fluid level is topped up, and driving continues, the shards of metal inside the pump will move through the power steering lines, and into your steering rack. At that point, it's just a matter of time before the power steering rack seals fail, necessitating replacement of the rack. For this reason, it is absolutely necessary to replace the pump immediately, and to flush all old fluid from the system.
